A large portion of individuals and families earn too much to qualify for free legal aid, but not enough to afford traditional hourly-rate legal fees. The Law Office of Alexander S. Chang is a proud participant in the Utah State Bar's Modest Means Program to serve this underserved group.

Tiered Fee Structure

Fees are scaled to your household income relative to the Federal Poverty Guidelines, ensuring affordability at every level.

Tier 1

125% – 200% FPG

  • Lowest flat-fee services
  • Greatly reduced hourly rate

Tier 2

200% – 300% FPG

  • Reduced flat-fee packages
  • Reduced hourly rate

Tier 3

300% – 400% FPG

  • Affordable flat-fee packages
  • Moderately reduced hourly rate

Est. 2025 Federal Poverty Guidelines (FPG) for a 3-person household:

125% ≈ $34,645/yr

200% ≈ $53,300/yr

300% ≈ $79,950/yr

400% ≈ $106,600/yr

Clients with income above 400% FPG do not qualify but may be accepted at standard firm rates.

How to Qualify

To determine your eligibility, you must submit an application directly to the Utah State Bar.

If you qualify, the Bar will provide a referral. You can then schedule a consultation with our firm using that referral.
